California community college board backs sweeping reforms

In order to facilitate the process of graduation and transfer of many students, the governing board of California's community colleges recently approved reforms. However, during hours of public comment in Sacramento in a Monday meeting, various students argued that the plan would penalize low-income and other disadvantaged students.
