USC was listed as one of the top 10 universities to receive federal work-study aid -- but does it really need or deserve it?

The National Journal reports many elite private universities (like USC) or selective public flagships are the schools that get lots of funding. Among the top 10 are:

1. City University of New York
2. New York University
3. Columbia University
4. USC
5. Pennsylvania State University
6. DeVry University
7. ITT Technical Institute
8. University of Michigan - Ann Arbor
9. International American University of Puerto Rico
10. Cornell University

And, these schools typically don't have large populations of low-income students. At more than half of the 20 schools that received the most federal money in 2012-13, less than 25 percent of undergrads received need-based federal Pell Grants.

In other words, it seems that work-study aid is not always reaching the many students who actually need it.
